Chapter 60 <br /> 6 . CONCLIISION OF HEARING OFFICER. Such officer shall <br /> report in writing his findings and conclusions and specifically <br /> state his findings as to: <br /> (a) Whether or not the public is the time adequately <br /> served; <br /> (b) Whether or not convenience and necessity require the <br /> proposed service; <br /> (c) Whether or not the vehicles proposed to be used comply <br /> with the terms of this Chapter; <br /> (d) Whether or not a license should be granted. <br /> In reaching his conclusions, said hearing officer shall con- <br /> sider the financial responsibility of the applicant, the number <br /> of vehicles , the type and kind thereoz, the proposed color <br /> scheme, the increase of traffic and of the demand for parking <br /> space, whether or not the safe use of the streets by vehicles and <br /> pedestrians will be preserved and such other relevant facts as he <br /> shall deem requisite or advisable. <br /> 7. COIINCIL REVIEW. The Council shall consider said repert <br /> and may make such additional investigation as it deems advisable <br /> and shall determine whether or not the public convenience and <br /> necessity requires the proposed taxicab service and whether or <br /> not such license shall be granted and shall cause the applicant <br /> to be notified accordingly. <br />
