PUBLIC HEARING MINUTES
PRIDE MIDWEST SERVICES_ INC.
The public hearing for Pride Midwest Services, Inc. ,
d/b/a "Decatur Pride Taxi" was convened on Wednesday,
February 26, 1992, at 2: 00 p.m. in the City Council
Chambers. Mr. James C. Bacon, Jr. , City Manager, was the
hearing officer. Bacon opened the hearing by stating -that
the purpose of the hearing is to determine whether or not a
taxicab license should be issued to Pride Midwest Services,
Inc.
Pride Midwest Services, Inc. has applied for a taxicab
license in accordance with the provisions of Chapter 60 of
the Decatur City Code and Bacon asked the Licensing
Supervisor, Lesa D. Meyers, if the application had been
filed in accordance with Chapter 60 of the City Code. She
responded affirmatively. The hearing today will help
answer whether the public is adequately being served at this
time; whether or not convenience and necessity require the
proposed service; whether or not the vehicles proposed to
be used comply with the terms of this chapter; and, whether
or not a license should be granted by the City Council. At
the conclusion of the hearing, I will consider the comments
that were made and will recommend to the City Council
whether they should approve this license. They will receive
a report of this hearing along with my recommendations and
they will deliberate in their own fashion. They can act
immediately or refer the request to another forum to obtain
additional information if they desire. Council will make
the final decision.
Bacon reported the application has a rate schedule '
proposed which will be incorporated into this hearing by
reference and the cabs will be white with blue lettering.
Bacon noted the application does not speak in any extended
way to the need of the service or what your business
expectations are. Bacon then invited representatives of
Pride Midwest Services, Inc. to comment on their application
and to address why they wish to operate in Decatur.
Shirley Antonacci, mother of Patrick Antonacci,
president of Pride Midwest Services, Inc. spoke. She
informed Mr. Bacon that her husband Dick Antonacci has
operated Springfield Yellow Cab for several years and that
all four children have grown up in the business holding
various jobs. The Antonacci family is very familiar with
operating a cab company. If the application is approved, my
daughter and her husband, Victoria and Robin Holmes, and
Gene Carpenter will manage the business. In addition, all
employees (maintenance, drivers, office personnel) will be
hired in Decatur and not transferred from Springfield.
However, the cabs were purchased in Springfield.
