comments
The Substantial Amendment for the Comprehensive Housing
Affordability Strategy reflects the comments received during
the comment period.
The Neighborhood Housing Development Corporation (NHDC)
stressed the need to commit a significant amount of funds to
the Urban Homestead Program. NHDC, a non-profit
organization, has renovated several homestead properties and
has found the program to be a legitimate way to encourage
homeownership in economically disadvantaged neighborhoods.
As a result of the NHDC stated concern, the Urban Homestead
Program has been included for funding under the HOME Program
and the HOPE 3 Program. A total of $700, 000 has been
requested for the Homestead Program.
A copy of the NHDC letter is enclosed as well as other
comments received during the substantial amendment comment
period. Also included is a copy of a letter received from
Mr. Fred Krows commenting on the CHAS that was not included
with the original document. In acknowledging Mr. Krows
letter, we are in agreement with his observations and are
targeting programs accordingly.
11
