  NEIGHBORHOOC HUSiNG DEVELOPh1ENT
  CORPORATION
2 l 2] S. IMBOflEN C4URT .
DECATUR, ILLINOIS 62521
(217) 423-2832
January 26, 1992
George Weaver
City Planner
City of Decatur
Decatur, Illinois 62521
Dear Mr. Weaver:
The Neighborhood Housing Development Corporation
(NHDC) would like to comment on the recently developed
Community Housing Assistance Strategy (CHAS) . After
reviewing the CHAS, our board felt it was important to
stress the need to commit a significant amount of HOME
funds to the Urban Homestead Program and to support
capacity-building efforts of community-based housi.ng
 development organizations.
NHDC is one of only two non-profit, community-based
development organizations in Decatur. Over the last
several months , IIHDC has renovated several homestead
properties , and we found the program to be a legitimate
and effective way to meet one of our goals: to encourage
homeownership in economically disadvantaged neighborhoods .
As a result of this postive experience, we strongly
believe that a larger. funding commitment to urban
homesteading would encourage even more efforts to address
the growing need for decent and affordable housing in our
community.
Thank you for considering our comments. I would be
happy to provide a3ditional comments , if necessary.
Sin erely,
('
t
Je fery erkins
President
