Eligible activities for Implementation Grants are: <br /> Architectural and Engineering work <br /> Acquisition and rehabilitation of S. F. properties <br /> Counseling and training of Home buyers <br /> Ongoing training needs of Grantees <br /> Relocation including temporary relocation <br /> Legal Fees <br /> Administrative Costs (15� cap) <br /> Economic Development activities for Home buyers <br /> Matching requirements for Implementation grants are at least <br /> 25� of the total program cost from grantee contributors. <br /> Sources of matching funds are cash from non-Federal sources, <br /> administrative expenses from non-Federal sources, value of <br /> forgone taxes, fees, or charges, value of infrastructure <br /> improvements required for the homeownership program, other <br /> in-kind contributions approved by HUD. <br /> For the One-Year Plan period the funding level for HOPE 1, <br /> 2, 3 has not yet been determined for Decatur. The City of <br /> � Decatur expects to apply for $320,000 of HOPE 2 funding and <br /> $400, 000 of HOPE 3 funding--planning grants anticipated at <br /> $100,000 and implementation grants at $300, 000. Hope 2 <br /> funds would be used to rehab a maximum of 16 units of <br /> mulifamily housing. The planning grants would be used to <br /> prepare nonprofit corporations for future implementation <br /> grants. The implementation grant funding would fund the <br /> Urban Homestead program through the Community Improvement <br /> Corporation (CIC) or another not-for-profit group, making up <br /> to 10 homes available during the one-year plan period. Of <br /> the $300, 000, $150,000 will be used for acquisitions and <br /> $150,000 will be used for rehabilitation. <br /> The Decatur Housing Authority anticipates applying for <br /> $600,000 in HOPE 3 Implementation Grants. These funds would <br /> be utilized to rehabilitate 12 units for single family <br /> ownership. Rehabilitation costs are expected to amount to <br /> $300,000 and acquisition costs are expected to be $300, 000. <br /> Total applications for HOPE 3 funding is anticipated at <br /> $1, 000, 000. <br /> Shelter Plus Care <br /> Shelter Plus Care is a Federal program designed to provide <br /> housing and supportive services on a long-term basis for <br /> homeless persons with disabilities, primarily those with <br /> serious mental illness, chronic problems with alcohol and/ <br /> or drugs, and acquired immunodeficiency syndrome (AIDS) and <br /> related diseases. Shelter Plus Care is a flexible program <br /> that intends to allow a variety of housing choices with a <br /> 3 <br />
