range of supportive services to respond to the needs of the <br /> homeless population. . <br /> Program grants are used for the provision of rental <br /> assistance payments through three components: Section 8 <br /> moderate rehabilitation program for single room occupancy <br /> dwellings; sponsor-based rental assistance, and tenant-based <br /> rental assistance. The supportive services are funded as a <br /> match from other Federal, State and local public sources, as <br /> well as from private sources. <br /> Program grantees will be selected through a National <br /> competition. Eligible applicants are States, units of local <br /> governments, and Indian Tribes. Shelter Plus Care/SRO <br /> requires a Public Housing Agency as a co-applicant to <br /> administer the rental housing assistance. Shelter Plus <br /> Care/SRA requires that a private nonprofit organization <br /> (sponsor) carry out the local SRA program. Applicants may <br /> apply for assistance under both programs in a single <br /> application. <br /> Grants are awarded to jurisdictions based on a formula. No <br /> more than 10� of the total grant funds available for any <br /> fiscal year may be used for programs located within any one <br /> unit of general local government, i. e. 10� of SRO grant <br /> funds and 10� of the SRA grant. Under the SRO components, <br /> rental assistance is provided for a period of ten years; <br /> under SRA, rental assistance is provided for five years. <br /> To be eligible for the Shelter Plus Care program, a person <br /> must be both homeless and disabled. Homeless persons <br /> include those that are in imminent risk of homelessness. <br /> The disability may be a physical, mental, developmental or <br /> emotional impairment, including an impairment due solely to <br /> alcohol or drug abuse. <br /> It is anticipated that $1,000, 000 will be available for the <br /> Shelter Plus Care Program during the One-Year Plan period. <br /> It is expected that 30 persons would be provided with <br /> shelter and supportive services over the one year period. <br /> A joint application with the City of Decatur, the Decatur <br /> Housing Authority, Decatur Mental Health Center, the Mental <br /> Health Board, and Woodford Homes, Inc. will be submitted to <br /> HUD. This application will provide supportive housing for <br /> the chronic mentally ill with substance abuse addictions <br /> through both a transitional group home (8-10 residence) and <br /> permanent supportive apartments (15 units) . <br /> Department of Energy (DOE) <br /> The goal of the Department of Energy Grant is to improve <br /> energy efficiency of households. It is anticipated that <br /> $14,000 will be available in DOE funds for the one year <br /> 4 <br />
