These funds will be used in the City's Infill <br /> Project to provide high energy efficient furnaces in eight <br /> to ten new homes. <br /> • Emergency Shelter Grants Proqram <br /> Under the Emergency Shelter Grants Program (ESGP) , the U. S. <br /> Department of Housing and Urban Development has been <br /> authorized by Congress to provide funds for the <br /> rehabilitation, renovation, or conversion of emergency <br /> shelters, for operational and essential service expenses and <br /> for homeless prevention. As a result the State of Illinois <br /> has been allocated $1, 077,000. The Department of Commerce <br /> and Community Affairs will be making $1, 023, 150 available to <br /> units of local government on behalf of not-for-profit <br /> erganizations. The department will review proposals and <br /> make awards on a competitive basis. The maximum grant <br /> amount for each not-for-profit organization will be $75, 000. <br /> Eligible activities include: <br /> Rehabilitation, renovation or conversion of <br /> buildings for use as emergency shelters <br /> Operation or maintenance expenses directly related <br /> to the emergency <br /> New or expanded essential services provided <br /> by the shelter ' <br /> Homeless Prevention <br /> Each grant recipient must supplement, or demonstrate an <br /> attempt to supplement its emergency shelter grant funds with <br /> an equal amount of funds from other sources. Potential <br /> sources of match may include, but are not limited to, <br /> Illinois Department of Public Aid's Emergency Food and <br /> Shelter Program or Federal Emergency Management Agency <br /> (FEMA) funds. A potential grant recipient may also include <br /> the value of any donated material or building, any salary <br /> paid to staff in carrying out the emergency shelter program <br /> in addition to the time services contributed by volunteers <br /> to operate the shelter. � <br /> For the one-year plan period it is anticipated that Decatur <br /> will apply for $225, 000 in Emergency Shelter Grants. <br /> 5 <br />
