Anderson has been a resident of the City of <br /> Decatur, Illinois , since 1968; and, <br /> WAEREAS, Gary K. Anderson' s philosophy is that one has an <br /> obligation to put something back into his or her community by <br /> civic and public service; and, <br /> WHEREAS, With that philosophy, Gary K. Anderson has used <br /> public service to meet those obligations. He was elected to the <br /> Decatur Board of Education and served from 1974 to 1980 , serving <br /> as school board president from 1977 to 1980 . He continued public <br /> service when he was elected to the office of Mayor in 1983 , <br /> re-elected in 1987 and again in 1991 ; and, <br /> WHEREAS, Because of Gary K. Anderson' s desire to bring jobs <br /> to the community, and to revitalize the economy, the City and the <br /> Council actively pursued and assisted businesses within the <br /> community, including: Zexel of Illinois; the development of the <br /> Decatur Industry and Technology Center; Climate Control; <br /> Continental Carbonic Products; Toxigenics, Inc. ; Cub Foods; the <br /> expansion of Carter Wallace, Inc. ; Decatur Memorial Hospital , St. <br /> Mary' s Hospital; Millikin University expansion; and creation of <br /> the Bachrach and Wal-Mart Tax Increment Districts; and, <br /> WHEREAS , During his tenure and under his leadership, many <br /> projects were undertaken and completed, for which the City, the <br /> City Council and Gary K. Anderson are justifiably proud, among <br /> said projects being: the widening and improvement of Woodford <br /> Street; the improvement of the Garfield Avenue Overpass; the <br /> rehabilitation of Merchant Street; the commencement of <br /> improvements to the Staley Viaduct, Fairview Avenue and Brush <br /> College Road; the widening and improvement of Faries Parkway; the <br /> improvement of Eldorado Street; the widening and improvement of <br /> West Main Street; the widening and improvement of 22nd Street, <br /> Pershing Road, Southside Drive/Route 48/Route 105; Lakeshore <br /> Drive/Jasper Street intersection; the authorization to extend <br /> Martin Luther King Jr. Drive North to the city limits; the <br /> improvements to the Stevens/Spring Creeks Channel; the <br /> acquisition of land for the Faries Park Basin Dredging project; <br />
