, EXHIBIT A <br /> , � , • EXECUTIVE STUDY SESSION MINUTES <br /> MONDAY, SEPTEMBER 30, 1991 <br /> On Monday, September 30, 1991, the City Council of the City of <br /> Decatur, Illinois, met in Executive Study Session following their <br /> regular Council Session. The meeting was convened in the Council <br /> Conference Room, third floor, One Civic Center Plaza, Decatur, <br /> Illinois. Mayor ProTem William F. Oliver presided in the absence <br /> of Mayor Gary K. Anderson; together with him being Councilmen <br /> Stephen F. John, William Mitchell and Kent N. Mittelberg. Coun- <br /> cilmen Shirley M. Moore and Randolph L. Van Alstine were absent. <br /> Four members were present and three were absent. Mayor ProTem <br /> Oliver declared a quorum present. <br /> Assistant City Manager Daniel R. Sommerfeldt attended the meeting <br /> in the absence of City Manager James C. Bacon, Jr. <br /> The only topic of business was a discussion relative to details <br /> of the recycling contract between the City and Waste Recycling, <br /> Inc. No formal action was taken. <br /> Following closed session, Councilman Mitchell moved the meeting <br /> be reopened to the public; seconded by Councilman Mittelberg, and <br /> on call of the roll, Councilmen John, Mitchell, Mittelberg, and <br /> Oliver voted aye. Mayor ProTem Oliver declared the motion <br /> carried. <br /> There being no further business, Councilman Mitchell moved the <br /> meeting be adjourned; seconded by Councilman John, and on call of <br /> the roll, Councilmen John, Mitchell, Mittelberg, and Oliver voted <br /> aye.
