EXHIBIT A <br /> EXECUTIVE STUDY SESSION MINUTES <br /> MONDAY, OCTOBER 7, 1991 <br /> On Monday, October 7, 1991, the City Council of the City of <br /> Decatur, Illinois, met in Executive Study Session following their <br /> regular Council Session. The meeting was convened in the Council <br /> Conference Room, third floor, One Civic Center Plaza, Decatur, <br /> Illinois. Mayor Gary K. Anderson presided; together with him <br /> being Councilmen Stephen F. John, William Mitchell, Shirley M. <br /> Moore, William F. Oliver and Randolph L. Van Alstine. Six members <br /> were present and one was absent. Mayor Anderson declared a quorum <br /> present. <br /> City Manager James C. Bacon, Jr. attended the meeting. <br /> The only topic of business was a discussion relative to details <br /> of the recycling contract between the City and Waste Recycling, <br /> Inc. No formal action was taken. <br /> Following closed session, Councilman John moved the meeting be <br /> reopened to the public; seconded by Councilman Mitchell, and on <br /> call of the roll, Councilmen John, Mitchell, Moore, Oliver, Van <br /> Alstine and Mayor Anderson voted aye. The Mayor declared the mo- <br /> tion carried. <br /> There being no further business, Councilman Oliver moved the <br /> meeting be adjourned; seconded by Councilman Van Alstine, and on <br /> call of the roll, Councilmen John, Mitchell, Moore, Oliver, Van <br /> Alstine and Mayor Anderson voted aye.
