� EXHIBIT A <br /> , • � CITY COUNCIL MINUTES <br /> TUESDAY, NOVEMBER 12, 1991 <br /> On Tuesday, November 12, 1991, the City Council of the City of <br /> Decatur, Illinois, met in Closed, Executive Study Session at 7:30 <br /> p.m. in the Council Conference Room, One Civic Center Plaza, <br /> Decatur, Illinois. Mayor ProTem William F. Oliver presided in the <br /> absence of Mayor Gary K. Anderson; together with him being Coun- <br /> cilmen Stephen F. John, William Mitchell, Kent N. Mittelberg, and <br /> Shirley M. Moore. Mayor Gary K. Anderson and Councilman Randolph <br /> L. Van Alstine were absent. Five members were present and two <br /> were absent. Mayor ProTem Oliver declared a quorum present. <br /> City Manager James C. Bacon, Jr. attended the meeting. <br /> Councilman Moore moved that the Council recess to Closed, Execu- <br /> tive Session for the purpose of discussing labor negotiations; <br /> seconded by Councilman Mittelberg, and on call of the roll, Coun- <br /> cilmen John, Mitchell, Mittelberg, Moore, and Oliver voted aye. <br /> Mayor ProTem Oliver declared the meeting recessed. <br /> Mayor Gary K. Anderson entered the meeting room. <br /> The only item of business was a general discussion concerning the <br /> upcoming mediation with the police union. No formal action was <br /> taken. <br /> Councilman Mittelberg moved that the meeting be reopened to the <br /> public; seconded by Councilman Mitchell, and on call of the roll, <br /> Councilmen John, Mitchell, Mittelberg, Moore, Oliver and Mayor <br /> Anderson voted aye. The Mayor declared the motion carried. <br /> The meeting was reopened. <br /> There being no further business, Councilman Moore moved that the <br /> Council do now adjourn; seconded by Councilman Mitchell, and on <br /> call of the roll, Councilmen John, Mitchell, Mittelberg, Moore, <br /> Oliver and Mayor Anderson voted aye.
