November 18, 1991 <br /> MEMORANDUM TO: William B. Sands, Director of Public Works <br /> FROM: Matthew C. Newell, Traffic Engineer <br /> SUBJECT: Parking Garage Bids <br /> Bids for the parking garage reconstruction were opened on <br /> November 7 , 1991 . The consultants and I have reviewed the bids <br /> (bid tabulations are attached) and recommend that both garage <br /> repairs be awarded to the low bidder, which is a joint venture <br /> between Golf Corporation and J. L. Manta, Inc. of Chicago, <br /> Illinois. The low bid is as follows with the traffic topping <br /> included: <br /> Garage "B" repairs $1 , 156 , 611 . 90 <br /> Garage "C" repairs 549 ,056 . 00 <br /> Rebate for both jobs (5, 000 . 00) <br /> Total bid $1 ,700 , 667 . 90 <br /> The consultant and I recommend budgeting an additional 15 <br /> percent contingency or $255 ,000 on top of the base bid. <br /> The toilet room repair alternate came in at $34 , 300 . 00 . <br /> This item includes the installation of a handicapped ramp to the <br /> public sidewalk, new doors and frames, renovated piping, <br /> ventilation ductwork, wall and floor repairs, and making the <br /> fixtures handicapped accessible. I recommend that this alternate <br /> be accepted due to the fact that there are no easily accessible <br /> public restroom facilities in the downtown area to be used by the <br /> maintenance personnel, the parking attendants, and the parking <br /> meter checkers. <br /> I have attached a letter of recommendation from Larry <br /> Susmarski of Walker Parking Consultants. Walker has worked with '� <br /> Golf in the past and is confident of their expertise and ability. ' <br /> An additional structural problem has been encountered on <br /> Garage "B" , last month one of the precast panel facings broke I <br /> loose. It appears that the reinforcement was so badly corroded <br /> that it could no longer sustain the load. We repaired the panel <br /> by bolting it to the adjacent column. I believe that all of the �� <br /> panels should be reinforced in a manner similar to this. I am , <br /> hoping to treat this as an add-on to the contract, thus getting i <br /> the potential problem taken care of once and for all. The cost � <br /> for repairs should be approximately $30 ,000 . <br />
