PUBLIC HEARING FOR CHAS <br /> � October 28, 1991 <br /> 7 : 00 P. M. <br /> Mr. George Weaver convened the meeting at 8:03 P. M. and <br /> explained that the purpose of the meeting was to give <br /> citizens an opportunity to comment on the Comprehensive <br /> Housing Affordability Strategy (CHAS) . According to HUD <br /> requirements, the CHAS is composed of three components: a <br /> community profile, a five-year strategy, and a one-year <br /> plan. Mr. Weaver explained that the CHAS replaces the <br /> former Housing Assistance Plan (HAP) , and the plan changes <br /> from a resource base to a needs base plan. <br /> Mr. Weaver stated that several social service agencies had <br /> worked together to create the CHAS document; a list of <br />, participating agencies is included in the appendix. <br /> Mr. Dave Carr, Executive Director of the Decatur Housing <br /> Authority, stated that the plan was an excellent one and it <br /> should serve the community well. Mr. Carr also stated that <br /> the process of the CHAS development was a good facility to <br /> build cooperation between local agencies. Mr. Weaver added <br /> that there would be an evaluation stage for performance <br /> assessment which would require the agencies to come together <br /> again within the next 12 months. <br /> Mrs. Shirley Moore asked if the CHAS would be updated. Mr. <br /> Weaver stated that the plan would be updated annually with <br /> one year falling off as another one is added. Census data <br /> for 1990, which will be available soon, will help to update <br /> the plan. � <br /> Mr. Weaver said that the CHAS took a much closer look at the <br /> housing needs of the community than the HAP did in the past. <br /> The commitment to meeting the needs will be the challenge. <br /> � Mr. Charlie Jackson arrived late and asked for a copy of the <br /> CHAS. He stated he would phone any comments into Mr. <br /> Weaver. <br /> With no further comments, the meeting was adjourned at 7 :20 <br /> P. M. <br />
