GUILLOU & ASSOCIATES, INC.
124 MAPLE GROVE LANE • SPRINGFIELD, ILLINOIS 62707 • (217) 519-5549
October 10 , 1991
Mr. William B. Sands
Director of Public Works
City of Decatur
No. 1 , Civic Center Plaza
Decatur , Illinois 62523
Dear Mr . Sands :
We have completed our review of the bid books for City
Project 8843-Pumps, Drives, and Engines for Water Supply
Wells 3 through 10 , DeWitt County Well Field .
Six bids and support material , representing five pump
manufacturers , were opened for the Division I work which
covered the supplying of pumps and angle drives ; there were
five bids received covering four engine manufacturers in the
Division II work; and, two bids were received for the
Division III installation work.
The bid specification was left open with regard to
diameter of pump and column pipe because based upon the
three manufatuurers catalogs used at the time of preparing
the specification document, our requirements were border
line between the 10-inch and 12-inch sizes . Only one
Division I bidder submitted an alternate for the 12-inch
size. All bidders bid on the 10-inch column size.
The low bidder for the Division I work was Harshman
Plumbing , Heating and Electrical Co . , of Sullivan, Illinois.
As indicated on the attached analysis sheet , the Harshman
total for Division I was $129, 949. That bid is $6,041 below
the next bidder, Entler Excavating Co. , of Decatur.
Harshman bid on Fairbanks-Morse pumps , and Entler bid on
Peabodp-Floway. All the Fairbanks Morse pumps will be
two-stage installations , and the Peabody pumps would have
included some three-stage installations. Based upon the bid
sheets there is apparently a better selection of pumps, for
our particular installation , available from Fairbanks-Morse .
The low bidder for the engines was Harshman Plumbing ,
Heating and Electrical Co . , of Sullivan . The low bid was
for John Deere diesel engines with the bid total equal to
$73,864. The next low bid was from Capitol Power Equipment
