LEGAL NOTICE NOTICE OF PUBLIC HEARING CITY OF DECATUR REDEVELOPMENT PROJECT AREA Notice is hereby given that on December 2, 1991 at 7 : 30 P.M. in the Decatur Civic Center, City of Decatur, #1 Civic Center Plaza, Decatur, IL 62523, a hearing will be held to consider the redevelopment project area to be called the City of Decatur, 1991 , Redevelopment Project Area (RPA) . The designated redevelopment project area consists of the territory legally described in Appendix A attached hereto, as depicted on the "Proposed Tax Increment Redevelopment Project Area" map, Figure 1 , which area is bounded on the east by the Illinois Central Railroad right of way, on the south by Mound Road, on the west by the Illinois Terminal Railroad right of way, on the South by Maryland Heights Road and Ash Avenue, on the west by Illinois Route 51, on the north by Shutter Drive, on the east by the Illinois Terminal Railroad right of way and on the north by Ash Avenue. There will be considered at the hearing a proposed Redevelopment Plan for the Redevelopment Project Area. The objectives stated in the Redevelopment Plan are for the City of Decatur to serve as a catalyst in the redevelopment of the RPA. The Redevelopment Plan provides that the City would implement a coordinated program of actions to facilitate redevelopment, including, but not limited to, financing and/or construction of public improvements, which may include street and sidewalk improvements, utility improvements, traffic signalization and lighting, etc. The Redevelopment Plan contemplates the use of public finance techniques, including, but not limited to, tax increment allocation financing. A draft of the Redevelopment Plan ' relating to the proposed Redevelopment Project Area will be on file at the Office of the City Clerk, #1 Civic Center Plaza, Decatur, IL 62523 . Pursuant to the Tax Increment Allocation Financing Act Ill. Rev. Stat. 11-74-1 et. seq. , as amended (the "Act") , a Joint Review Board has been established, consisting of the representatives of Community College #537, Decatur School District, No. 61, Maroa-Forsyth School District, No. 2 , Decatur Park District, the County of Macon, Illinois, the City of Decatur and the general public. The public member and the Board' s chairperson shall be selected by a majority of other Board members. All other taxing bodies in receipt of this Notice are invited to attend and participate.
