� . ' , , <br /> , � <br /> The first Joint Review Board meeting must be held <br /> within fourteen (14) days of the notice. Accordingly, such <br /> meeting is hereby scheduled for October 31, 1991 , at 11 :00 <br /> A.M. to take place at the City of Decatur Human Resources <br /> Conference Room, Second Floor of the Decatur Civic Center, <br /> Decatur, IL at the above stated address. <br /> The Board shall base its decision to approve or deny <br /> the proposal on the basis area satisfying the eligibility <br /> criteria defined in Section 11-74 . 4-3 of the Act. A Joint <br /> Review Board' s recommendation, if any, shall be an advisory, <br /> non-binding recommendation, which recommendation shall be <br /> adopted by a majority vote of the Joint Review Board and <br /> submitted to the City within thirty (30) days after <br /> convening the Board. Failure of the Board to submit its <br /> report on a timely basis shall not be cause to delay the <br /> public hearing or any other step in the process of <br /> establishing or amending the Redevelopment Project Area. <br /> At the public hearing noticed hereby, all interested <br /> persons, the Illinois Department of Commerce and Community <br /> Affairs, or affected taxing district may file with the City <br /> Clerk written comments or objections and may be heard orally <br /> with respect to any issues regarding the designation of the <br /> Redevelopment Project Area and approval of the Redevelopment , <br /> Plan and Project. Written comments are invited and can be <br /> sent in advance of the hearing to the City Clerk, #1 Civic <br /> Center Plaza, Decatur, IL 62523 . The hearing may be <br /> continued by the City Council of the City without further <br /> notice other than a motion to be entered upon the minutes of <br /> its hearing fixing the time and place of the subsequent <br /> hearing. <br />
