' EiIBIT A
ORTECH
 ' ' . . 1
, Emission Control System Evaluation
_ For: City of Decatur
 1. INTRODUCTION .
ORTECH International is responding to a Request ior Proposal from the City of
_ . Decatur tor the evaluation of an emission control system on a heavy duty 2-
stroke diesel engine for bus application. This system is based on the fumigation .
of ethanol into the engine intake air ilow and will also utilize a ca.talytic
converter.
Evatuations will be based on the EPA Transient Cycle utilizing a Detroit Diesel
6V-71 NA engine.
2. TECHNICAL APPROACH
Emissions tests witl be performed using the ORTECH EPA Transient Test
Facility. This facitity utitizes a Generat Electric DC 60 HP absorbing/500 HP
motoring dynamometer in conjunction with a Digalog Cellmate II computer
control system. This equipment allows ORTECH to run the tull EPA Heavy-
Duty Truck Cycle meeting EPA regression tolerances. Emission sampling and
> analysis is aocomplished using a 10"stainless steef double-dilution tunneVPDP
system, gaseous bench and pariiculate bench built by Beckman.
; The transient test ce11 is fuly capable oi conducting EPA transient emission
. testing. ORTECH is in the process ot obtaining ofiicial epproval from EPA.The
iransient emission procedure used will tollow the Code oi Federal Regulations
(CFR40. Part 86, Sub-part N)with the iollowing additions:
♦ unburned ethanol will be cotlected in en aqueous sotution and analyzed by
 gas chromatograph (exGudinB baseline);
• eldehydes/ketones will be measured using the DNPH cartridge method
, with subsequent enalysis by HPLC.
ORTECH does not currently have the capabilities to peiorm the Federal Smoke
. cycle. However, it is penerally known that engines with emission levels below
transient standards will pass the Federal Smoke Standard.
The test fuel used will be as close as possible to the tuel normally used by tne
Oecatur Transit Aulhority(i.e.e 50/50 blend ot D-1 and D-2 diesel tuel). It has :
. been assumed that the ethanol used in the injection system will be provided by
 Midwest Power Concepts.
