t
INBRIDGE CHARLES N. BAINBRIDGE, P.E,
GEE & ASSOCIATES, INC. JOHN W. GEE, P.E.
CONSULTING ENGINEERS
ANSKI EDWIN V. MILANSKI, P.E.
May 7, 1991
Mrs. Chandra Russell
City Engineer
#1 Civic Center Plaza
Decatur, IL 62523
Subject: Dipper Lane Improvement
City Project 9026
BGM 90030
Dear Chan:
Per your request, I have evaluated the low bid submitted by
Fisher-Stoune Inc. for the subject project. Their bid of $290,586.75
was 11. 86 percent over the estimate.
A review of the unit prices does not reveal any unbalanced
items, but merely that they were consistently over the estimate for
almost all items. The two bids received were by contractors who
generally do not pursue street improvement projects. I believe that
this fact has a lot to do with the prices received when you compare
the unit prices with those submitted March 28, 1991 for a similar size
road project. Enclosed herewith is that tabulation for your review.
In talking to the contractors who generally bid on road pro-
jects, but did not on this project; it is obvious that they are all
busy at this time. Inasmuch as these other projects will be winding
down in late summer, I would recommend that the City re-bid at that
time, with the hope of attracting bids from Sewer Inc. , Illinois
Valley Paving Co. , Otto Baum and Sons, Freesen Inc. and Merrill Con-
tractors.
If you have any questions, please contact me at your con-
venience.
Very truly yours,
Bainbridge, Gee, Milanski & Assoc. , Inc.
By: ``l. c `jl _

Michael H.
