Mr. William B. Sands
Director of Public Works
City of Decatur
RE: DeWitt County Well Field Expansion
August 10, 1990
Page 3
Please note that we have used a 724 ton quantity of gravel pack
versus the Bid Schedule of 480 tons. This quantity is our
estimated amount using the true hole volume of the annulus between
the 42" hole and 20" casing/16' screen. Since the 42" hole is most
certainly going to be a much larger diameter due to the nature of
the Reverse Rotary Drilling Method, we utilize a factor safety of
2. 0 in computing this estimated quantity to compensate for the
irregular hole.
Item No. 8, Furnish and Install Test Pumping Equipment, needs to be
clarified in that we have used a quantity of seven (7) for the six
(6) wells. The extra unit is included to cover the need to set a
temporary lineshaft pump in Well No. 3 for the water supply on
drilling the initial well, Well No. 5. Following the drilling of
Well No. 5, the test pump would remain in the previous well for the
drilling of the subsequent well.
The City has expressed a desire to furnish the 20" and 16" casing,
16" stainless steel screen, and acid-resistant gravel pack. If
this were the case, we would delete these items and add an hourly
rate of $253 . 50 per hour straight time ($328.25 per hour for
overtime) for our equipment and a crew of three men to compensate
' us for an work related to the handlin delive and unloadin
Y ,
g rY g►
and installation of said materials. In other words, any work
related to Items 4, 4a, 5, and 6 would be performed on a time and
material basis with our compensation at this quated hourly rate in
addition to a cost plus 25 basis for any incidentals, uch as
welding equipment rental, stainless steel welding rods, casing pipe
ears, etc.
While the City could potentially realize some cost savings in
furnishing the three major material items, there are other factors
involved that may offset any potential cost savings. These are:
1. There would be labor costs (mentioned above) that would need
to be considerec in your analysis of the cost savings. It is
difficult to estimate the time and material work involved for
us, should we perform the work on a "labor only" basis. We
would estimate that this could come in anywhere between
$35, 000.00 - $45, 000.00.
