Mr. William B. Sands
Director of Public Works
City of Decatur
RE: DeWitt County Well Field Expansion
August 10, 1990
Page 4
2. There could be some coordination problems, delays in
performing the work in this manner, and thus, additional labor
costs. Our work would have to be coordinated with the
' manufacturer's delivery along with a third party to handle the
unloading since we would not have our truck crane at the site.
3. There would need to be a change in the normal warranty for the
work. Should Layne-Western handle the entire scope of the
project, a full guarantee would be provided to ensure that
each well would be properly constructed and developed. In
other words, should any unforeseen difficulties be encountered
during the installation of the materials (such as screen
and/or casing collapse) , we would bear all costs in performing
the remedial actions necessary. Should the City furnish the
materials, there would be no guarantees or warranty. If
remedial work or redrilling of a well is necessary, these
additional costs would be borne by the City. While this type
of occurrence is rare, it has happened, with additional costs
that would be certain to exceed any cost savings in the City
providing the materials.
Fol3owing approval by the City, we would expect to be able to begin
mobilization within a period of 2 to 3 weeks. This period would be
required in order to procure all materials and line up the work.
We would expect a period of approximately one week for initial
mobilization and a period of approximately two weeks to drill,
develop, and test pump each well.
Please be advised that our Local 150 Contracting Engineer's
Contract expires November 30, 1990. While we do not expect any
troubes with the negotiations, there is always a possibility of a
strike. However, should the work proceed smoothly, we expect to be
able to have the project substantially completed by the end of
November (assuming starting the first week of September if
authorization is received and no other reverse rotary wells are
contracted with other customers) . We would prefer this type of I
schedule in order to avoid the problems and higher drilling costs '
related to Reverse Rotary Drilling in the cold weather.
