2016 Trenchless Long Lining Project <br /> The purpose of this project is to repair structural deficiencies that have been identified within the <br /> sanitary sewer system with a minimum disruption to service and disturbance to the surface. <br /> Structural deficiencies include broken and missing pieces of pipe, offset pipe joints and voids. <br /> The project locations were identified from the annual televised inspections conducted in the <br /> City's sanitary sewer system. <br /> The trenchless long lining process involves the insertion of a resin saturated felt tube from <br /> manhole to manhole that hardens to provide a smooth repair. The felt tube is inflated using <br /> water or air through the sewer. Water or air pressure is increased in the tube which presses it <br /> tightly against the walls of the sewer pipe. The water or air then heated to activate the resin <br /> system within the tube, causing the pipe lining to cure and harden to form a new structural pipe <br /> within the old damaged sewer pipe. When curing is complete, private lateral lines are re-opened <br /> using a remote controlled cutting tool. Long lining is the most cost effective approach to repair <br /> pipes that have many structural deficiencies or significant damage. <br /> The 2016 Trenchless Long Lining Repairs Project will line approximately 16,SOO lineal feet of <br /> the City's sanitary sewers ranging from 8-in to 18-in diameter. The work also includes lateral <br /> reinstatement, video inspection, sewer cleaning, liner testing, and traffic control. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project <br /> was advertised June 22, 2016 and bids were opened on Thursday, July 14, 2016. The results for <br /> the letting are as follows: <br /> Compared to <br /> Bidder Bid Price Engineer's Est. <br /> Over (-Under) <br /> SAK Construction, LLC $461,573.50 (19A1%) <br /> Insituform Technologies, USA, LLC $470,848.25 (17.38%) <br /> Visu-Sewer of Missouri, LLC $488,294.80 (14.32%) <br /> Hoerr Construction, Inc. $580,247.00 (10.82%) <br /> J C Dillon, Inc. $770,826.75 35.25% <br /> Engineer's Estimate $569,912.50 -------- <br /> SAK Construction, LLC provided the lowest, qualified bid. SAK is located in the St. Louis area <br /> and has successfully completed sewer lining work for the City in the past. They were a main <br /> contractor involved in the Lake Shore Drive Sewer Rehabilitation project which was completed <br /> in 2014. SAK will adhere to the prevailing wage requirements of the State of Illinois. Staff <br /> recommends that the City Council approve a contract with SAK Construction, LLC to perform <br /> the 2016 Trenchless Long Lining Repairs project. <br /> Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority <br /> Participation Goals for Public Works Contracts." <br /> �2 � <br />
