Contractors for City projects shall make a good faith effort to comply with the following
minimum goals:
1. Ten (10)percent of the total dollar amount of the contract should be performed by
Minority Business Enterprises if subcontracting opportunities are available; and,
2. Eighteen (18) percent of the total hours worked should be performed by minority
workers.
Subcontracting is not required for a City project. SAK will use one subcontractor to perform
televising and cleaning of the project sewers. SAK advertised locally, posted the work on SBA-
Net website and sent 60 e-mail solicitations to MBE subcontractors. SAK received one response
from Mid America Pipe Services based in St Louis, MO. Mid America Pipe services was not the
most cost effective option and SAK elected to use Tele-Scan, a local non-MBE contractor to
perform the work. This constitutes a good faith effort in meeting the City's minority business
goals.
POTENTIAL OBJECTION:
i w r .
There are no known ob'ections to this resolution and b d a a d
J
SCHEDULE: The project will begin in August and is to be completed in November of this
year.
BUDGET/TIME IMPLICATIONS:
Budget Impact
Funding for this project is allocated in the Sewer Fund. The recommended low bid amount is
$461,573.50. The Sewer Fund is supported by sanitary sewer user fees.
Staff Impact
Staff time has been allocated to provide oversight for this project.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard Marley, Public Works Director, will be in attendance at the
City Council meeting to answer any questions of the Council on this item.
This memorandum was prepared by Paul Caswell, P.E., Assistant City Engineer.
Attach: 2
cc: SAK Construction, LLC
Insituform Technologies USA, LLC
Visu-Sewer of Missouri, LLC
Hoerr Construction, Inc.
J C Dillon, Inc.
 3
