Public Works Memorandum <br /> NO. 2016-51 <br /> DATE: July 18, 2016 <br /> TO: Honorable Mayor Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with <br /> Dunn Company for Annual Street Restoration (Mill and Overlay) Project, <br /> City Project 2016-08, Section No. 16-00608-00-FP <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the resolution awarding the contract for the <br /> Annual Street Restoration (Mill and Overlay) Project, City Project 2016-08, to Tyrolt, Inc. d!b/a <br /> Dunn Company, as the lowest, responsible bidder in the amount of$1,130,000, and that the Mayor <br /> be authorized to execute the contract and the City Clerk to attest. The resolution represents an <br /> expenditure of$1,073,390.72 as the low bid plus $56,609.28 for project contingencies. <br /> PRIOR COUNCIL ACTION: <br /> April 18,2016—Council approved Resolution R2016-45 appropriating $1,220,000 of Motor Fuel <br /> Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of the <br /> Illinois Highway Code. <br /> BACKGROUND: <br /> Streets Inspected Annually <br /> The Engineering Division inspects and rates approximately 1/2 of the City's streets on a yearly <br /> basis. The results of these inspections are input into a computer database which is used to project <br /> the future condition of the streets based on their current and historical condition, and surface type <br /> (i.e. brick, concrete, asphalt, etc.). This data is then paired with available funding and is used as a <br /> basis to aid City Engineering in the preparation of the City's yearly street improvement program. <br /> Staff then determines what type of improvement would be appropriate for each street. <br /> Project Description <br /> The 2016 project will perform mill and overlay work on portions of Mound Road and Jasper Street. <br /> It will also consist of overlaying portions of 27`h Street and Ocean Trail Road along the railroad <br /> next to US Rte 36. This work will level the approaching pavement adjacent to the railroad tracks to <br /> create a smoother transition when crossing the tracks. These improvements are a part of the <br /> stipulated agreements with the Illinois Commerce Commission(ICC) and CSX Transportation to <br /> make safety improvements at these two crossings. The project will also consist of pavement repairs <br /> � 1 � <br />
