Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Authorizing the Execution of a Contract with <br /> Otto Baum Company, Inc. for Concrete Street Improvements Project, <br /> MacArthur Road, <br /> City Project 2016-11, Section No. 16-00611-00-RP <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the resolution awarding the contract for the <br /> Concrete Street Improvements Project, MacArthur Road, City Project 2016-11, to Otto Baum <br /> Company, Inc., as the lowest, responsible bidder in the amount of$300,000 and that the Mayor be <br /> authorized to execute the contract and the City Clerk to attest. The resolution represents an <br /> expenditure of$264,949.89 as the low bid plus $35,050.11 for project contingencies. <br /> PRIOR COUNCIL ACTION: <br /> April 18, 2016—Council approved Resolution R2016-46 appropriating $300,000 of Motor Fuel <br /> Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of the <br /> Illinois Highway Code. <br /> BACKGROUND: <br /> Streets Inspected Annually <br /> The Engineering Division inspects and rates approximately 1/2 of the City's streets on a yearly <br /> basis. The results of these inspections are input into a computer database which is used to project <br /> the future condition of the streets based on their current and historical condition, and surface type <br /> (i.e. brick, concrete, asphalt, etc.). This data is then paired with available funding and is used as a <br /> basis to aid City Engineering in the preparation of the City's yearly street improvement program. <br /> Staff then determines what type of improvement would be appropriate for each street. <br /> Project Description <br /> This project will reconstruct a portion of MacArthur Road between a point north of Dancey Court <br /> and a point south of the MacArthur Bridge over Stevens Creek. The pavement has developed very <br /> large potholes over the course of the last several years that require frequent attention particularly in <br /> the winter months. This section of pavement is also showing signs of fatigue due to water <br /> infiltration and the age of the pavement. This fatigue results in more potholes.
