patching indicates that the pavement should be replaced. Other sections of MacArthur Road also show signs of fatigue but not at the same density. The reconstruction will consist of removing all of the existing pavement and curbs, stabilizing the soil underneath by mixing in lime, then pouring new reinforced concrete pavement and curbs. One lane of traffic will be maintained throughout the project with traffic only allowed to flow north. Detours will be set up to direct traffic. The total project is expected to take up to 5 weeks. Letting Results The project scope and specifications were prepared by the Engineering Division and approved by the Illinois Department of Transportation (IDOT) for the use of Motor Fuel Tax funds. The project was advertised on July 6 and 13, 2016, and bids were opened on July 20, 2016. Otto Baum Company, Inc. provided the lowest responsible bid at 4.52% below the engineer's estimate. A major reason the bid came in low was that asphalt and concrete related items came in at a lower price compared to last year, and the City relies on previous year prices and market trends to estimate costs. Otto Baum Company, Inc. has successfully completed many jobs of this type for the City. Following approval of the Mayor and City Council, the bid tabulation will be forwarded to the Illinois Department of Transportation for final approval in accordance with the rules governing the disbursement of Motor Fuel Tax funds. SCHEDULE: Following approval of the contract by the City Council the contracts will be forwarded to the Illinois Department of Transportation(IDOT) in Effingham for approval. Work on this project shall begin after a"Notice to Proceed" has been issued from the City. This project is scheduled to be complete by the end of September or possibly into October depending on when the contractor starts. BUDGET/TIME IMPLICATIONS: Budget Impact: Funding for this project is allocated in the State Motor Fuel Tax Fund. State Motor Fuel Tax funds were appropriated on April 18, 2016. The appropriation provides $264,949.89 for construction plus $35,050.11 for project contingencies. Staff Impact: Staff time has been allocated for this project in the Capital Improvement Plan. � 2 �
