Transit System will be evaluated. In addition, the immediate and <br /> long-range equipment facility needs required by each of the <br /> service program alternatives developed in Task 8 will be <br /> formulated. These needs will be outlined on a year-to-year basis <br /> over a five-year period. It will be determined if the <br /> maintenance and storage facilities are adequate for the projected <br /> fleet size and if existing equipment is also adequate for future <br /> years. The City is currently in the process of planning the <br /> construction of a new transit facility consisting of a <br /> maintenance garage and administrative offices. Therefore, the <br /> consultant will want to review the plans for said facility and <br /> determine its adequacy and suitability for the intended purposes. <br /> In addressing equipment needs and bus replacement, the <br /> consultant will take into account the new emissions requirements <br /> contained in the 1991 EPA standards. Recommendations should be <br /> made on how to best meet those standards. <br /> As a result of the consultant' s review of the transit <br /> system' s marketing program in Task 5, recommendations will be <br /> made for improvement in this area. <br /> TASK 10 . Evaluation of CBD Transfer Center <br /> The transit system operates on a "pulse" system with all <br /> routes going downtown and departing at :15 and :45 minutes after <br /> each hour. In the ear?y years of public ownership, the downtown <br /> transfer center was located on North Park and East Prairie <br /> Streets near Central Park. In 1981 , the transfer center was <br /> moved 1 block north to William Street and Landmark Mall. <br /> The City is currently examining the possibility of <br /> re-locating the transfer center. If that process is not <br /> completed by the time work on the TDP commences, the consultant <br /> will assist in the evaluation of sites for the transfer zone. If <br /> the selection has been completed, the consultant will review the <br /> site, identify any problems, and offer recommendations for <br /> improvements. <br />
