Transit System will be evaluated. In addition, the immediate and long-range equipment facility needs required by each of the service program alternatives developed in Task 8 will be formulated. These needs will be outlined on a year-to-year basis over a five-year period. It will be determined if the maintenance and storage facilities are adequate for the projected fleet size and if existing equipment is also adequate for future years. The City is currently in the process of planning the construction of a new transit facility consisting of a maintenance garage and administrative offices. Therefore, the consultant will want to review the plans for said facility and determine its adequacy and suitability for the intended purposes. In addressing equipment needs and bus replacement, the consultant will take into account the new emissions requirements contained in the 1991 EPA standards. Recommendations should be made on how to best meet those standards. As a result of the consultant' s review of the transit system' s marketing program in Task 5, recommendations will be made for improvement in this area. TASK 10 . Evaluation of CBD Transfer Center The transit system operates on a "pulse" system with all routes going downtown and departing at :15 and :45 minutes after each hour. In the ear?y years of public ownership, the downtown transfer center was located on North Park and East Prairie Streets near Central Park. In 1981 , the transfer center was moved 1 block north to William Street and Landmark Mall. The City is currently examining the possibility of re-locating the transfer center. If that process is not completed by the time work on the TDP commences, the consultant will assist in the evaluation of sites for the transfer zone. If the selection has been completed, the consultant will review the site, identify any problems, and offer recommendations for improvements.
