- 2 - <br /> Part II - Staffing <br /> Biographical summaries should be furnished for all key <br /> personnel who will be working on the project. <br /> Part III - Cost Estimate <br /> This section must contain a detailed estimate of costs. <br /> Included should be the elements of work involved, the level and <br /> number of personnel to be used, hours devoted to the project by <br /> level, hourly pay rate by level, travel costs, and overhead rate. <br /> In addition to these cost elements, an overall cost estimate <br /> should be made for each of the twelve primary tasks in the work <br /> program. <br /> Part IV - Previous Studies <br /> Sample copies of one or more related studies conducted by <br /> your firm should be submitted with the proposal. <br /> The proposals will be evaluated and a consultant selected <br /> based primarily upon the following criteria: <br /> 1 . General quality and responsiveness of proposal. <br /> a. Approach and substantive ideas presented. <br /> b. Recognition of basic problems and objectives. <br /> c. Experience and capability of consultant with <br /> comparable projects. <br /> d. Familiarity with relevant data resources and <br /> methods. <br /> e. Responsiveness to requiremez�ts, terms, conditions <br /> and time of performance. <br /> 2 . The qualifications of the staff to be assigned to the <br /> project. <br /> 3 . The judgement of City and transit officials as to the <br /> ability and attitudinal readiness of the consultant to <br /> bring adequate staff and facilities to bear upon the <br /> project to ensure a high quality product. <br /> 4 . Proposed cost of the study. Although cost will not <br /> necessarily be the determining factor in this <br /> project, it will be given much consideration. <br /> 5. The percentage of MBE utilization. Please specify what <br /> you estimate it will be for this project. <br />
