i � <br /> SPECIFICATIONS FOR BID PROPOSALS <br /> Al1 management firms submitting proposals in response to <br /> this request shall address the following items: <br /> 1) Qualifications and Experience: Please outline the <br /> qualifications of your firm and the experience that it <br /> has in transit management. The description should <br /> indicate the number of properties that your firm <br /> manages, the number of years in business, professional <br /> memberships, innovative practices, and contributions to <br /> advancement of the transit industry. <br /> 2) Resident Manager: The management firm should submit a <br /> resume of the individual that they propose as the <br /> Manager for the Decatur Public Transit System. The <br /> education, training, experience and other relevant <br /> information about the person should be included. The <br /> proposal should explain why the management firm be- <br /> lieves that the proposed candidate is ideally suited <br />, for the position and what contributions he can make to <br /> DPTS. <br /> 3) Central Staff: The proposal should describe the <br /> central staff support services that would be available <br />, to assist in the management of the Decatur Public <br /> Transit System. If a Vice President or a regional <br /> supervisor will be assigned to Decatur, a resume of <br /> that individual should be included. <br />' 4) Legal Assistance: The agreement between the City and <br /> the management firm will require legal assistance in <br /> certain instances. Please indicate the individual (s) <br /> in your organization who will be providing that assis- <br /> tance. Any other relevant legal assistance commonly <br /> provided to properties that your firm manages should be <br /> mentioned. <br /> 5) Contract Negotiations: The contract between the <br /> current management firm and the labor union (ATU #859) <br /> expired on January 1, 1989. The best and final offer <br /> was implemented and the employees have continued to <br /> work without a contract. Firms submitting proposals <br /> should specify who from their firm will be responsible <br /> for negotiating contracts in Decatur. Information on <br /> that person' s background and experience in labor <br /> negotiations should be provided. <br /> 6) Other Services: Describe any additional services that <br /> your firm can offer to the Decatur Public Transit <br /> System. Can you offer a savings on insurance or <br /> pension plans by including DPTS in a package with other <br /> properties? Do you have any special training programs, <br /> computer programs, etc. that can be applied to Decatur? <br />
