furnish the name and identity and resume of each employee to the City. 25) In addition to the reimbursement elsewhere provided for in the Agreement between the City and Operator, City shall also pay a fee to Operator for operation, manage- ment and supervision services. Such payments shall be made in twelve monthly installments on or before the 15th day of each month. City shall also pay the actual traveling and reasonable per diem expenses of consul- tants providing the requested assistance set out in Paragraph 3 hereof. 26) It shall be the responsibility of the Operator to pay without reimbursement by City for moving expenses of the Resident Manager, as well as his training costs and any expense associated with attending major conferenc- es, such as the annual meeting of the American Public Transit Association. 27) In the event the City becomes a party to a grant contract with the Urban Mass Transportation Administra- tion, the Operator shall have the obligations and duties of the contractor specified in such provisions. 28) The Operator shall permit the authorized representa- tives of the U. S. Department of Transportation, the Comptroller General of the United States, the Illinois Department of Transportation and the City to have the right of access to and inspection of all books and records of Operator at any and all reasonable times in order to verify and ascertain operating revenues and expenses incurred in the operation and maintenance of the transit system. Such books and records of Operator at the Decatur office and the home office of Operator shall be available at each respective location for inspection by City or other parties referenced herein. 29) The Operator shall agree to comply with the provisions of the Illinois Human Rights Commission regarding Equal Employment Opportunities. 30) The Operator shall cooperate with the project sponsor in meeting his commitments and goals with regard to the maximum utilization of minority business enterprises and will use its best efforts to insure that minority business enterprises shall have the maximum practicable opportunity to compete for subcontract work under the Agreement with the City. I I 31) Operator shall obtain City approval of any Resident ', Manager assigned to Decatur. Likewise, City approval 'i shall be required before Operator replaces or transfers any Resident Manager assigned to Decatur.
