The duties and responsibilities of the management firm <br /> (OPERATOR) are outlined below: <br /> (1) The Operator agrees to furnish full and complete <br /> management and supervisory services reasonably required <br /> for the conduct and operation of public transportation <br /> facilities owned by the City and all appurtenances and <br /> additions to said facilities for the purpose of provid- <br /> ing public transportation of persons for hire within <br /> the City and areas proximate thereto. <br /> (2) Operator shall furnish a resident manaqer and any <br /> additional personnel reasonably required for the active <br /> management and direction of the system on behalf of the <br /> City in, but not limited to, the following areas: <br /> A. ) Transportation Operations including: <br /> 1) Establishment and direction of garage, transporta- <br /> tion and office procedure and supervision of all <br /> transit personnel. <br /> 2) Direction and preparation of advertising <br /> campaigns, sales promotion and public relations <br /> projects. <br /> 3) Securing all insurance coverage required and <br /> handling all matters with insurance carriers. <br /> 4) Direction and supervision of all accounting, <br /> bookkeeping, auditing, purchasing and any policy <br /> or procedure as set forth by the City. <br /> B) Schedule Operations including: <br /> 1) Studying and recommending changes in bus operating <br /> schedules, headway frequencies, transfer methods <br /> and other related transit operations. <br /> 2) Direction of surveys to determine the need for <br /> establishing new rates, schedule and route chang- <br /> es, and transfer alterations. <br /> C) Labor Relations and Contract Negotiations including: <br /> 1) Direction and supervision of labor relations, <br /> labor contracts and hearings on grievances and <br /> misunderstandings. <br /> D) Employee Selection, Safety and Training including: <br /> 1) Direction and supervision of the selection of all <br /> transit employees. <br />
