1 � � � <br /> g. Project means the task or set of tasks provided for in the <br /> Project Budget which the Recipient undertakes to perform pursuant <br /> to this Agreement with the Government. In the case of financial <br /> assistance under section 9 of the Urban Mass Transportation Act <br /> of 1964, as amended, the term "Project" encompasses both "Program" <br /> and "each Project within the Program, " as the context may require, <br /> to effectuate the particular requirements of this Agreement. <br /> h. Pro�ect or Program Budaet means the most recently dated . <br /> statement, approved by the Government, of the estimated total cost <br /> of the Project or Program, the items to be deducted from such � <br /> total in order to calculate the estimated net Project cost, the - <br /> maximum amount of Federal assistance for which the Recipient is <br /> currently eligible, the specific items (including contingencies ' <br /> and relocation) for which the total may be spent, and the <br /> estimated cost of each of such items. <br /> i. Recipient means any entity that receives Federal assistance <br /> from UMTA for the accomplishment of the Project. The term <br /> "Recipient" includes "Grantee. " <br /> j . Secretarv means Secretary of the Department of Transportation <br /> or his or her duly authorized designee. <br /> k. UMTA means the Urban Mass Transportation Administration of the <br /> U.S. Department of Transportation. <br /> Section 102 . Accomplishment of the Project. <br /> a. General Requirements. The Recipient shall commence, carry <br /> out, and complete the Project with all practicable dispatch, in a <br /> sound, economical, and efficient manner, and in accordance with <br /> the provisions hereof, the Application, and all applicable laws, <br /> regulations, UMTA directives, Project or Program schedules, and <br /> published policies. In general, the terms of the Department of <br /> Transportation regulations, "Uniform Administrative Requirements <br /> for Grants and Cooperative Agreements to State and Local <br /> Governments, " 49 C.F.R. Part 18, is applicable to Projects with <br /> governmental bodies. The terms of Office and Management Budget <br /> (OMB) Circular A-110, Revised, "Uniform Administrative <br /> Requirements for Grants and Agreements with Institutions of Higher <br /> Education, Hospitals, and Other Nonprofit Organizations, " are <br /> generally applicable to Projects with nongovernmental bodies. <br /> When OMB Circular A-110 is merged with 49 C.F.R. Part 18, the <br /> terms of the new regulation will be applicable as set forth in its <br /> provisions, subject to modifications by UMTA. <br /> b. Pursuant to Federal, State, and Local Law. In the performance <br /> of its obligations pursuant to this Agreement, the Recipient <br /> agrees to comply with all applicable provisions of Federal, State, <br /> and local laws, regulations, and UMTA directives.
