- 4 - <br /> 9. The City shall govern staging, routing, and <br /> scheduling; however, any revisions to the routes <br /> and schedules for the extended service will be <br /> coordinated with the Village and the Mall. If <br /> there are revisions to the routes and schedules, <br /> levels of service comparable to that shown in <br /> Exhibit C shall be maintained and Village <br /> concurrence will be required. <br /> 10. The City shall determine the fares to be paid by <br /> passengers using the Decatur Public Transit <br /> System. It reserves the right to changes those <br /> rates provided that the Village is notified and a <br /> public hearing is held. Fares will not be reduced <br /> without the Village's concurrence. <br /> 11 . The City shall be excused for failure to perform <br /> services under this Agreement if said service is <br /> prevented by reason of Acts of God, strikes, labor <br /> disputes or other occurrences over which the City <br /> has no control. <br /> 12. The Village agrees to subsidize the City for any <br /> deficit incurred in the provision of bus service <br /> to the Hickory Point Mall. The deficit shall be <br /> determined by computing the cost of extending bus <br />
