- 5 - <br /> service from Rt. 51 and Ash Avenue to the Mall and <br /> back to Ash Avenue minus any revenues collected <br /> from passengers going to or from Hickory Point <br /> Mall. The cost of providing bus service to the <br /> Mall shall be determined by calculating the hours <br /> of service provided to the Mall multiplied by the <br /> Decatur Public Transit System's average hourly <br /> cost of operation. The transit system's average <br /> , hourly cost of operation will be determined by <br /> taking the total operating expenses as shown in <br /> the FY'90 annual financial audit prepared by an <br /> independent Certified Public Accountant and <br /> dividing those expenses by the total operating <br /> hours as shown in the City's FY'90 Section 15 <br /> report (Uniform System of Accounts and Records and <br /> Reporting System) submitted to the U. S. <br /> Department of Transportation, Urban Mass <br /> Transportation Administration. <br /> 13. The City shall submit a monthly report to the <br /> Village showing the number of passengers <br /> transported, the number of trips, the cost of the <br /> service, and the revenue collected.
