The applicarion of an operational,proven technology-- the Fire Starion Location Package <br /> , (FSLP) --in the City of Decatur. <br /> ' 2. The development of an equitable,efficient plan for the distribution of fire stations that is <br /> responsive to various policy constraints established by fire department and local administrative and <br /> , elected officials. <br /> ' V. BENEFITS <br /> , The use of the FSLP has not only improved the delivery of fire services,but has also often resulted <br /> in substantial savings in capital and operating costs. For example, Gainesville, Florida, changed its <br /> ' capital plan, saving$500,000 in capital construction and$1,500,000 in operating costs over three <br /> years. San Bernardino, California, eliminated one fire station, saving$150,000 in annual operating <br /> ' costs, and was also able to improve its overall response time by 25 percent. Oshawa, Ontario, <br /> Canada,was able to save over$5 million by relocating existing stations rather than building <br /> additional ones. Attachment 4 is a table identifying more than 120 communities of all population <br /> ' ranges in North America that have sarisfactorily used the package. <br /> ' Utilization of FSLP will have significant benefits in terms of improving the delivery of services <br /> through the development of a more efficient configuration of fire stations while holding the line on <br /> ' costs. Benefits can be realized in a number of ways: <br /> ' o Improved data management and planning capability within the Fire Department <br /> and enhanced opportunities for interdepartmental coordination. <br /> ' o A mechanism for rapid and thorough analysis of the impacts of alternative fire <br /> station configurarion that reduces response rime while equalizing fire protection <br /> ' coverage throughout the community. <br /> ' <br /> ' 2 <br />
