� Page 2 <br /> CITY OF DECATUR, ILLINOIS <br /> DECATUR PUBLIC TRANSIT SYSTEM <br /> MULTI-YEAR SELF-INSURANCE PLAN <br /> FOR FLEET AUTOMOBILE LIABILITY <br /> AND PHYSICAL DAMAGE <br /> OCTOBER, 1989 <br /> The City of Decatur, Illinois owns the Decatur Public <br /> Transit System including buildings, equipment, 29 buses, 1 van, 2 <br /> service trucks, and 3 automobiles. The City contracts with a <br /> private management firm for the daily operation of the transit <br /> system. It has self-insured certain risks of the Decatur Public <br /> Transit System since 1986. Included are automobile liability, <br /> physical damage, fire, theft, vandalism, collision, and compre- <br /> hensive general liability. The transit system has continued to <br /> carry commercial coverage for workers compensation and employers <br /> liability, dishonesty and defalcation, and building and contents <br /> coverage. <br /> The guidelines and standards for the self-insurance program <br /> are as follows: <br /> 1 . The self-insurance plan was approved by the U.S <br /> Department of Transportation, Urban Mass Transportation <br /> Administration and the Illinois Department of Transpor- <br /> tation, Division of Public Transportation prior to any <br /> costs being incurred. <br /> 2 . A reserve fund for the self-insurance program has been <br /> established. <br /> 3 . Costs of the plan which are represented as eligible <br /> mass transit operating expenses shall reflect actual <br /> cash disbursements to the reserve fund. <br /> 4. Contributions to the reserve fund which are represented <br /> as an eligible operating expense shall not exceed the <br /> cost of comparable commercial insurance coverage. <br /> 5 . Deposits to the reserve fund remaining at the end of <br />, the local fiscal year shall be carried over to the <br /> following year. <br /> 6 . Interest earned on the self-insurance reserve fund <br /> shall be us <br /> ed to offset eligible transit operating <br /> I' expenses. <br /> 7 . The reserve fund shall be restricted for use for the <br /> stated purpose--paying for automobile liability and <br /> physical damage claims, comprehensive general liability <br /> claims, claims adjusting services, legal and actuarial <br /> costs, and related expenses. <br />
