No losses paid from the self-insurance reserve fund <br /> shall be represented as an eligible operating expense <br /> unless it is allowable under federal regulations. <br /> 9 . The self-insurance reserve fund shall be separate from <br /> all other transit accounts (e.g. , bond fund, operating <br /> fund, study fund, capital fund, etc.) and shall be <br /> audited annually by an independent Certified Public <br /> Accountant. <br /> 10 . The City of Decatur, Illinois shall certify that its <br /> self-insurance program for the Decatur Public Transit <br /> System is actuarially sound. <br /> Administration of Self-Insurance Program <br /> The City of Decatur, Illinois shall contract with a firm to <br /> administer its self-insurance program for the transit system. <br /> Such firm will be selected thru the competitive bidding process. <br /> The program administrator will perform the following services: <br /> 1. Complete handling of all loss adjustments, <br /> investigations and settlements falling within the <br /> City' s self-insurance plan. <br /> 2 . Maintain a claim file for each reported claim and <br /> submit monthly experience reports to the City. <br /> 3. Recommend claim reserves and provide a continuous <br /> review and updating of these to reflect changes . <br /> 4. Settle any claims under $2,500 without City concur- <br /> rence. <br /> 5 . Coordinate investigations on litigated claims with <br /> attorneys approved by the City. <br /> 6 . Obtain approval from City before making any assignment <br /> to independent adjusters which would result in an <br /> additional fee. <br /> 7. Be available to consult with the City on any insurance <br /> matter and to make available the expertise and experi- <br /> ence of the Administrator's staff of professionals to <br /> assist the City in achieving a successful <br /> self-insurance program. <br /> 8 . Assist in the collection of claims against others for <br /> damage to City's property and make recommendations <br /> regarding salvage matters. <br />
