'N . <br /> AGREEMENT <br /> THIS AGREEMENT made by and between the City of Decatur, <br /> Illinois, a municipal corporation ( "City" ) , and the Decatur <br /> Public Buildinq Commission, Macon County, Illinois, a municipal <br /> corporation, ( "Commission" ) . <br /> WHEREAS, the Commission owns and maintains the Decatur/ <br /> Macon County Law Enforcement Center ( "Building" ) , located at 333 <br /> S. Franklin Street, Decatur, Illinois, which Law Enforcement <br /> Center houses both the City of Decatur Police Service and the <br /> Macon County Sheriff' s Department, as well as other law <br /> enforcement related entities and agencies; and, <br /> WHEREAS, the Commission wishes to provide parking for the <br /> public on the east and west sides of the Building and to <br /> establish parking meters thereat so to provide a continuous <br /> availability of parking spaces; and, <br /> WHEREAS, the Commission lacks the personnel and expertise <br /> to enforce regulations relating to parking meters and the <br /> prosecution of violators thereof; and, <br /> WHEREAS, the City does have experience in the operation <br /> of parking meters, including the installation and maintenance <br /> thereof, collections therefrom, and the enforcement and <br /> prosecution of violations of regulations established therefor; <br /> and, <br /> WHEREAS, the Commission is desirous of the City <br /> establishing, maintaining and enforcing the parking meters to be <br /> installed at the Building, and the City is willing to accept said <br /> responsibilities; and <br />
