WHEREAS, Section 10 of Article VII of the Illinois <br /> Constitution and I11. Rev. Stat. 1987, ch. 127, par. 741 et seq. <br /> (the Intergovernmental Cooperation Act) enables municipal <br /> corporations to combine or transfer any power of function between <br /> said municipal corporations. <br /> NOW, THEREFORE, for and in consideration of the mutual <br /> promises and obligations made and assumed hereby, the City and <br /> the Commission agree as follows: <br /> 1. The City will install parking meters on the east and <br /> west sides of the Building, at the discretion of the Commission, <br /> such meters to be in such quantity and to provide for such <br /> periods of time and at such rates as to be agreed on by the City <br /> and the Commission, and the City will further cause said parking <br /> lot or lots to be marked and striped as determined by the Public <br /> Works Department of the City. <br /> 2. The City shall , by ordinance, designate said parking <br /> lot or lots as are established hereby as Motor Vehicle System <br /> Parking Lots, in addition to those lots so designated in Chapter <br /> 34 of the City Code, and said lot or lots shall be subject to all <br /> the terms and provisions of said Chapter. <br /> 3. The City shall enforce the regulations applicable to <br /> the parking lots referred to herein, whether said regulations are <br /> contained in Chapter 34 of the City Code or established by <br /> separate ordinance, and shall prosecute those persons in <br /> violation of said regulations in the name of the City of Decatur. <br /> The City shall be entitled to all monies generated by fines, <br />
