 . . . Appendix I
Subtask 6.4 - Water Quality and Regulatory Assessment
Additional concerns over the use of Friends Creek and the Sangamon River for
conveyance of groundwater involve water quality, in particular iron content. Two courses
of action are possible in addressing these concerns. The first is to receive a site specific
rule change from the Pollution Control Board to permit groundwater to be discharged
directly into Friends Creek. T'he second is to treat groundwater to meet standards
before discharge into the Creek. Harza will assess potential impacts of conveying
untreated groundwater in the stream channel on the stream's suitability as aquatic
habitat. Impact analysis will be based on biological literature review and a brief field
reconnaissance of the creek. The environmental consequences of discharging water
directly into Friends Creek will be weighed against the economic cost of water treatment
at the well field. After presentation of the results of this study to the Client, results will
be presented to regulatory agencies.
Harza anticipate that the Client will meet with IEPA during the course of the studies to
determine the level of treatment IEPA will require for groundwater discharged into
Friends Creek. Harza technical personnel will be available to attend these meetings.
Harza will develop a treatment program and associated costs designed to satisfy IEPA
water quality requirements.
A total of 460 manhours have been budgeted to complete all subtasks of Task B.
Task C. Pipeline Alternative
The Pipeline alternative eliminates concerns over evaporation and seepage losses, and
over the possibility of constructing and maintaining a treatment plant to remove iron at
the well field. However, careful investigation is required to minimize the costs of rights- '
of-way and easements, pipeline construction and project operation. Harza will evaluate
the pipeline system by accomplishing the following subtasks.
Subtask C.1 - Pipeline Routing
A key issue in evaluating the Pipeline Alternative is selection of a pipeline route that is
both economically feasible and that provides the level of service expected by the Client.
Harza will develop preliminary pipeline routing plans based on input from Gillou &
Associates, and Client staff as well as examination of topographic maps, soils maps and
aerial photographs as available. Harza will identify agencies required for interaction
along the preliminary routes (highway departments, governmental entities, utilities,
sioiz
A893092N-APP.I 1-y
