 . . - Appendix I
private landowners, etc.) and will obtain from the Client information on water require-
ments and possible cost sharing relationships with the villages of Argenta and Oreana.
Pipeline routing alternatives will be reviewed with the Client to establish up to two
routing plans to be used for costing. Harza will prepare report-quality exhibits of these
alternatives based on USGS topographic maps.
Subtask C.2 - Easement and Right-of-Way Requirements
Harza's project team will offer technical advice to the Client's legal and real estate staff
to determine the costs of obtaining rights-of-way, to advise on procedures to obtain
easements and to develop pipeline routes that minimize both the costs and the delays
anticipated in resolving property rights issues. To do this Harza will develop a list of
easements to be acquired for proposed routes for purposes of cost appraisal. Costs of
easements, specialty fees, and land acquisition will be estimated by Blank, Wesselink,
Cook & Associates (BWC) as a subcontractor to Harza.
Subtask C.3 - Economic Evaluation
The two routing alternatives will be evaluated on the basis of their Net Present Value
to determine the most economical option when estimated construction, property
acquisition and operating costs are considered. Harza will develop pipeline sizing and
pumping schemes for the two alternatives. Estimates of construction costs will be
developed at the feasibility level (±25%) for the alternatives. Easement and land
acquisition costs will be estimated based on information provided by BWC. Soils
information as provided by the Client and the SCS will be used. Opera-
tion/maintenance costs will be determined using labor and power rates provided by the
Client. Present worth will be determined based on a planning period, interest rates
and a financing strategy agreed upon with the Client.
Subtask C.4 - Pumping Operations
Estimating the cost of construction and operation of pipeline alternatives will require an
analysis of projected pumping requirements to convey water from the well field to Lake
Decatur. Harza will optimize the combination of pumping plant and pipeline design that
will result in the lowest Net Present Value of project costs over the etpected life of the
proj ect.
A total of 220 manhours have been budgeted to complete all subtasks of Task C.
s9ioia
A893092N-APP.I I-S
