That the City Manager is authorized to execute and file with <br /> such application assurances, certifications, or any other documents required <br /> by the United States Department of Transportation or the Illinois Department <br /> of Transportation for the purpose of ineeting the requirements set forth in all <br /> guidelines and regulations issued or to be issued under the Act. <br /> Section 3. That the City Manager is authorized to execute and file with <br /> such application an assurance or any other document required by the United <br /> States Department of Transportation effectuating the purpose of Title VI of <br /> the Civil Rights Act of 1964. <br /> Section 4. That the City Manager is authorized to set forth and execute <br /> affirmative minority business policies in connection with the project's <br /> procurement needs. <br /> Section 5. That the Mayor is authorized to execute grant agreements on <br /> behalf of the City of Decatur, Illinois with the U. S. Department of <br /> Transportation for aid with the financing of Section 9 operating and capital <br /> assistance pro�ects. <br /> Section 6.
