Excerpts from Plan Commission Meeting of November 3, 1994 �I <br /> Cal. No. 94-79 Petition of STEVE HORVE for a special use permit to allow the <br /> construction and operation of a self-service(mini-warehouse) storage I <br /> facility on a tract of land�enerally located east of U.S. Route#51 and , <br /> 400 feet sauth of H'ickory Point Road. Petitioner fiuther requests I <br /> approval of a B-2 Planned Unit Development for said tract. I! <br /> Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition representing '� <br /> Mr. Horve. Mr. Horve was also in attendance. Mr. Cochran stated that the property is at the <br /> northeast quadrant of Routes 72 and 51 containing 4.06 acres. The request is for a B-2 planned <br /> unit development and a special pemut for the development of a 70 unit (not 73 unit as previously <br /> proposed)motel and a mini-warehouse at the rear. A revised plan was submitted following <br /> meetings with City staff. Mr. Cochran referred to the revised plan and noted that access is off of <br /> Hickory Point Fronta.ge Road which is now serving an office building and the Budgetel. The <br /> proposal is consistent with the existing uses. The front half of the development will be the motel <br /> and the back half will be the mini-warehouse. <br /> Mr. Cochran stated that existing sanitary sewer and watermain utilities aze adequate to serve the <br /> tract. Storm water retention and detention will be provided as well as green space. Mr. Cochran <br /> stated that a detailed site plan will be submitted with grades, utilities, retention and detention. A <br /> minor subdivision plat will be submitted to allow the two developments on the same site. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests a special use pernrit to allow construction and operation of a <br /> self-service(mini-warehouse) storage facility on a tract of land east of Route 51 and south of <br /> Hickory Point Road. Petitioner also requests approval of a B-2 Planned Unit Development for <br /> said tract. <br /> In addition to the storage facility, the developer proposes to construct a motel on the area in <br /> question, which is presently zoned B-2 as is a11 adjoining property. The B-2 zone provides for a <br /> motel as a use by right; however, a special use permit is required for the storage facility. <br /> Staff questioned the use of this tract for only a storage facility, but the combined use as set forth <br /> on the proposed plan is, in our opinion, a desirable land use which is compatible with the general <br /> area. The locaxion of the proposed motel along Route 51 (west one half of the tract)will serve to <br /> screen the secondary mini-wazehouse use on the rear portion of the property. Provisions of the <br /> planned unit development give assurance as to the location of buildings, vehicular access, parking, <br /> landscaping, etc. Also, stipulations can be made as to the time of development for each use. In <br /> order to provide proper development for this tract, staff is of the opuuon that the motel facility <br /> should be constructed prior to or in conjunction with the storage facility. <br />
