94-78 PROVIDING FOR A LOCAL IMPROVEMENT BY THE CONSTRUCTION OF A SYSTEM OF A SANITARY SEWERS KNOWN AS EXCELSIOR SPECIAL ASSESSMENT SANITARY SEWER DISTRICT

SECTION 14: That all proceedings for the taking or damaging of property and for the assessing, levying and collecting of said Special Assessment as herein provided for, and for each and every installment thereof, and for the letting of the contract of said improvement, and for the � payment of the work and materials, all, each and every proceeding shatl accord with and be governed by an act of the General Assembly of Illinois, entitled, "LOCAL IlVIPROVEMENTS", ' being 65 II.CS 5/9-1-1, et seq, and all acts amendatory thereof. SECTION 15: That management of said improvement shall be under the general supervision of The Board of Local Improvements of The City of Decatur, Illinois. SECTION 16: That counsel be and she is hereby authorized and directed to file a petition I in the Circuit Court of Macon Coun Illinois, in the name of The City of Decatur, Illinois, I �3', requesting that steps may be taken to ascertain the compensation to be made for private property to be taken or damaged for such improvement, and for the purposes specified in this Ordinance, and to ascertain what property will be benefited by such improvement, and the amount of such benefits to be levied for such improvement in accordance with the provisions of this Ordinance and in the manner prescribed by law. SECTION 17: That for the purpose of anticipating the collection of the installments of said Special Assessment for said improvement, the said City of Decatur, Illinois, shall issue vouchers and/or bonds payable out of said installments, bearing interest at the rate of 8% per annum, payable when collected, and signed by the Mayor and City Clerk of said City under the corporate seal of the said City of Decatur, Illinois; said vouchers and/or bonds to be issued in accordance with and conforming in ail respects to the provisions of 65 II.CS 5/9-1-1 et seq, above
