the Board of Local Improvements, and presented herewith and attached hereto is hereby approved in order to be transcribed in the records of this Board. 'I SECTION 10: That permanent easements for construction, maintenance, operation and ' repair of said sewer system, including replacements, reconstruction thereof or improvements thereto across private property, together with manholes as shown on the plans and exhibits, shall be acquired in the manner required by law over and across the property described in "E�ibit 4" I attached hereto. I SECTION 11: That the recommendation for said improvement by the Board of Local Improvements of the City of Decatur, Illinois, together with the itemized estimate of the cost of such improvement, both prepared and presented to the Mayor and City Council with this Ordinance as grovided by law, be and the same are hereby approved. SECTION 12: That said improvement shall be made and the whole cost of said improvement, being the sum of $219,370.81, as shown by the estimate made a part hereof, including the sum of $10,845.66, being the amount included in the estimate of cost of making, levying and collecting the assessment herein, shall be paid for by special assessment to be levied upon the property specially benefited by such improvement to the amount that the same may be legally assessed therefor, in accordance with the provisions of 65 II.CS 5/9-1-1 et seq. SECTION 13: That the aggregate assessment, and also each individual assessment, and the assessment against The City of Decatur for public benefits, shall be divided into ten annual installments in the manner provided by law. Each installment, except the first one, shall be in the amount of$100.00 or some multiple thereof, and each of said installments shall bear interest at the rate of 8% per annum, payable annually, according to law, until paid. �',
