94-78 PROVIDING FOR A LOCAL IMPROVEMENT BY THE CONSTRUCTION OF A SYSTEM OF A SANITARY SEWERS KNOWN AS EXCELSIOR SPECIAL ASSESSMENT SANITARY SEWER DISTRICT

� Tee-branches or wye-branches shall be closed by means of a disc or stopper cemented in place, and shall be provided and set along the sewers, being located in front of abutting properties so as to serve such properties with sewage facilities. City standard manholes are to be provided at the location and depth as shown in "Exhibit 2" and as specified in "Exhibit 3". All roadways shall be restored by thorough compaction of all trench material, grading of all depressions and bumps and the application of cover and seal coats as specified. SECTION 6: The said sanitary sewer system shall be constructed in its entirety in strict accordance with the said "Exhibit 2" and also in strict accordance with the detailed specifications marked "Exhibit 3" attached hereto and made a part hereofby reference. SECTION 7: The several parts of this Ordinance, the Exhibits, and the specifications shall be taken and construed together to explain each other and make the whole consistent. SECTION 8: The grades for said sewer shall be according to the grades and elevations set forth on the profiles, plans, drawings, and E�ibits hereto attached, all elevations being computed to the datum established by the United States geological survey. The detailed plans marked "Exhibit 2" have references thereon as to elevations, including basement elevations. SECTION 9: That the cost of said improvement, including construction costs, engineering costs for planning, construction supervision, and resident inspection, court costs, attorney's fees, the cost of spreading the Assessment Roll, right-of-way costs and all other expenses, shall be paid for by special assessment upon the property benefited as provided by law, and that the estimated cost of said improvement, certified over the signature of the president of
