McQueen, Planner <br /> SUBJECT: Petition of St. Paul's Lutheran Church for <br /> a Special Use Permit Historic <br /> Neighborhood Use <br /> An ordinance granting approval of a Special Use Permit Historic <br /> Neighborhood Use at 109 South Edward Street on petition of St. <br /> Paul's Lutheran Church is scheduled for review and action by the <br /> City Council on Monday, April 18, 1994 . The subject petition <br /> requests a special use permit to allow an office as a historical <br /> neighborhood use on premises commonly known as 109 South Edward <br /> Street; said premises are presently zoned R-6 Multiple Dwelling <br /> District. As reported by petitioner, the existing building would <br /> be used as an office facility for Lutheran Child and Family <br /> Services. <br /> A special use permit for a photography studio as a historic <br /> neighborhood use was issued for this tract in March, 1990. <br /> Staff recognizes the proposed use as being similar in <br /> character and in keeping with the intent of the previous <br /> special permit. There would be no changes to the exterior <br /> of the existing building, and off street parking would be <br /> provided in the existing driveway and across Edward Street <br /> in the existing parking lot for St. Paul's Lutheran Church. <br /> In view of tne data presented, staff recommends approval of <br /> the petition with the following stipulations: (1) that the <br /> existing structure remain as set forth by the site plan and <br /> photographs submitted by petitioner, and that no exterior <br /> alterations to the existing building be made, (2) that <br /> minimum off street parking spaces be provided at a ratio of <br /> one space per 400 square feet of gross floor area for office <br /> space and two spaces per apartment unit; such spaces may be <br /> provided by lease arrangement as set for in applicable <br /> sections of the Zoning Ordinance (Ord. 3512) , and (3) that <br /> signage be limited to one non-illuminated sign mounted flat <br /> against an exterior wall of the existing structure and having an <br /> area not to exceed four square feet. <br />
