In performing this <br /> function, the Commission shall cooperate with the Mayor, City <br /> Council, City Manager, departments and divisions of the City, or <br /> with any other appropriate governmental agencies. <br /> Section 2-7 . The Commission shall not less than annually <br /> report to the City Council its activities and recommendations, <br /> which report shall be published. <br /> Article 3 . HUMAN RELATIONS OFFICER. <br /> Section 3-1 . There is hereby created the office of Human <br /> Relations Officer, the occupant whereof shall be appointed, and <br /> may be removed, by the City Manager at will. <br /> Section 3-2 . The Human Relations Officer shall work under <br /> the supervision and control of the Human Resources Manager and <br /> shall have such duties and functions as are assigned by said <br /> Manager, in addition to such duties as are established by this <br /> Chapter. <br /> Article 4 . INVESTIGATION AND CONCILIATION. <br /> Section 4-1. Any individual who believes that he or she has <br /> been aggrieved by a human rights violation may file a charge with <br /> the Human Relations Officer. Such charge must be filed within <br /> 180 days after the date that the human rights violation allegedly <br /> was committed. <br /> Section 4-2 . A charge filed as herein described shall be a <br /> written statement, under oath or affirmation, setting forth facts <br /> alleging that a human rights violation has occurred in a manner <br /> sufficient to enable the Human Rights Officer to identify the <br /> respondent. <br /> Section 4-3 . Charges may be voluntarily withdrawn at the <br /> request of the charging party at any time prior to the completion <br /> of the public hearing specified in Article 5 . <br /> Section 4-4 . The Human Relations Officer shall promptly <br /> investigate allegations of discrimination set forth in any <br /> charge, and a determination in writing shall be made by said <br /> officer whether or not there is probable cause to believe that <br /> this Chapter has been violated and on what facts such violation <br /> is based. <br /> Section 4-5 . If the Human Relations Officer finds, with <br /> respect to any respondent, that the Commission lacks jurisdiction <br /> 4 <br />
