and be governed bv an act of the General Assembly of Illinois , <br /> entitled, "LOCAL IMPROVEMENTS", being 65 ILCS 5/9-1-1 , et seq,and <br /> all acts amendatory thereof. <br /> SECTION 15 : That management of said improvement shall be <br /> under the general supervision of The Board of Local Improvements <br /> of The City of Decatur, Illinois . <br /> SECTION 16 : That special counsel be and he is hereby <br /> authorized and directed to file a petition in the Circuit Court <br /> of Macon County, Illinois , in the name of The City of Decatur, <br /> Illinois , requesting that steps may be taken to ascertain the <br /> compensation to be made for private property to be taken or <br /> damaged for such improvement, and for the purposes specified in <br /> this Ordinance, and to ascertain what property wiZl be benefited <br /> by such improvement, and the amount of such benefits to be levied <br /> for such improvement in accordance with the provisions of this <br /> Ordinance and in the manner prescribed by law. <br /> SECTION 17 : That for the purpose of anticipating the <br /> collection of the installments of said Special Assessment for , <br /> said improvement, the said City of Decatur, Illinois , shall issue , <br /> vouchers and/or bonds payable out of said installments , bearing <br /> interest at the rate of 87 per annum, payable when collected, and <br /> signed by the Mayor and City Clerk of said City under the <br /> corporate seal of the said City of Decatur, Illinois ; said <br /> vouchers and/or bonds to be issued in accordance with and <br /> confor�ing in all respects to the provisions of 65 ILCS 5/9-1-1 <br /> (6) <br />
