SECTION 12: That said improvement shall be made and the whole cost of said improvement, being the sum of $377 , 023 . 87 , as shown by the estimate made a part hereof, including the sum of $18, 663 . 17 , being the amount included in the estimate of cost of making, levying and collecting the assessment herein, shall be paid for by special assessment to be levied upon the property specially benefited by such improvement to the amount that the same may be legally assessed therefor, in accordance with the provisions of 65 ILCS 5/9-1-1 et seq. SECTION 13 : That the aggregate assessment, and also each individual assessment, and the assessment against The City of Decatur for public benefits , shall be divided into ten annual installments in the manner provided by law.
