Staff recommends denial <br /> of the petition. <br /> Mrs. Coulter qvestioned the special use for the previous beauty <br /> parlor and how it was different from the proposed use. l+ir. <br /> McQueen Btated that a epecial use permit was not qranted for the <br /> beauty parlor �ahich was recoqnized as a non-conforminq use. When <br /> the buildinq became vacant, the non-conforminq use status was <br /> lost. Kr. McQueen stated that there is not a 6pecial use permit <br /> provieion for the proposed office. <br /> � MrB. Coulter stated that a� possible apartment buildinq turned <br /> into• an office buildinq is seen as an improvemer►t and in thfB <br /> case an O-1 zone seems to be an upqrade. <br /> lSr. HcQueen stated that the objector lends credence to the effort <br /> to naintain the residential character of the neiqhborbood. <br /> Efforts to Btabilize this area are important. � <br /> Xr. Thomas que6tioned what types of activities would be pernitted <br /> with the O-1 zoninq. tdr. KcQueen stated that the nulti-family <br /> uee would Btill be permitted as well as office activity. Retail <br /> Bales would not be permitted. <br /> 2ir. l,ntrim stated that the buildinq had been vacant for Bome time <br /> � and will start to deteriorate if not used. He intends to upqrade <br /> the neighborhood and invest in the building if his petitiori is <br /> allowed. He noted that there is a church and a doctor'B office <br /> in the neiqhborhood which he feels are improvements. <br /> I+ir. Weaver Btated that the commissior► ehould coneider this as a <br /> precedent setting vote. Office use is viewed aB nore intensive <br /> than residential. He emphasized that the Comprehensive Plan <br /> indicates this area will remain residential. Staff feels that <br /> office use would be detrimental to the neiqhborhood. <br /> Mr. Pronk Btated that it would be positive to see a provision for . <br /> � a restrictive use at this location for Mr. Antrim�B business ' <br /> which would be void if he moved. <br /> It was moved ar►d seconded (Coulter/Pronk'� that Cal. No. 93-29 be <br /> � forwarded to City Council vith recommendation for approval. <br /> Kotion failed with two yea votes and four nay votes. Those <br />' . commissioners voting yea: Coulter arid Pronk. Those <br /> commissioners voting nay: Richard Raptain, Richard Thomas, Dick <br /> Fisher and William Clevenqer. <br />
